There is no evidence tying the Baudelaire family to the Royal Gardens fire, so if you wish to posit as such, please bear in mind that it can only ever be headcanon. The reference to hidden cameras and the like is probably to demonstrate that the mansion was built according to V.F.D.'s secretive traditions and that as such the conspiracy was beneath the Baudelaire children's noses long before they became aware of it.

Already I prefer to believe that these cameras were cited in TBB: RE to indicate that what happened during the fire was recorded. If the final proof that was placed in a sugar bowl that would exonerate Lemony was the video record of the fires, he could rightly believe that there was evidence that Olaf was to blame for the fires and not him.

I thought the cameras were in Olaf's house, and that's why the children felt they were being watched? If there were cameras at the Baudelaire mansion, then we should know who burnt the place to the ground, and also, Mr. Poe should have known Count Olaf was there and had something to do with the fire, and the children never should have been placed in Count Olaf's care.

Foxy ... The question is where is the log of the fire. Lemony claims that the evidence that would acquit Lemony of several fires is in a sugar bowl. I think it is probable that some kind of media with the record of these recordings was kept in some sugar bowl.
