Do you think Lemony searched for the Caravan before he arrived at VFD Base at the time of the narrated events? Or do you think Lemony searched for the Caravan at a time when he was revisiting the mountainous region some years later to research more about what happened to the Baudelaires when they were there? Do you think he searched for the caravan before he wrote the secret letter in TSS or after he writes the secret letter in TSS?

I think when he was first researching for TSS, that is when he searched for the caravan. I think he searched for it immediately after he completed TCC. I like to think he researched everything chronologically according to when it took place in the books.

I'm comfortable with the notion that he refined a set of very early reports with extensive subsequent research following the events. So likely Lemony drew the initial conclusion that the caravan had tumbled down off the cliff, and later spent a considerable amount of time attempting to substantiate that conclusion - which speaks volumes for the general (preternatural) veracity of his reporting.
