Quigley sent a telegram to the Q submarine, requesting that the crew lead the three Baudelaires to Briny Beach. How did Quigley know that the three Baudelaires were there? To me, the fact that Quigley has this information is indicative of Captain W communicating with VFD members when the children were sleeping. If he did this to inform the location of the three Baudelaires, he certainly also reported that Klaus had deduced where the sugar bowl was, ie in GG. As such, the swimmer's arrival was probably expected by Captain W. Apparently he didn't expect the woman to say anything that would convince him to abandon the submarine. Maybe he didn't know But she said. Whatever it was, it was so deep that it made the captain abandon the children without hesitation. But I believe the three balloons found inside the Q submarine is a strong indication that Captain W received the guest with some kind of party. Was it someone he hadn't seen in a long time? Did Captain W abandon the children because of love for someone he had not seen for a long time? We can only imagine.

I always thought it was kind of suspicious that Widdershins said the telegram machine wasn't working, but Violet said it was. Maybe people really were receiving their telegrams, and Widdershins sent one to Kit saying he had the Baudelaires, and Widdershins only thought Kit hadn't received the telegram when indeed she had received it. So Kit actually got the telegram, and she was with Quigley, so he knew where they were.
OR Quigley sent the telegram to every telegram address he had in the hopes the Baudelaires would receive the message no matter where they were.

TGG pages 46-47 indicate that Captain Widdershins took the Queequeg up the Stricken Stream in hopes of locating the sugar bowl or the Baudelaires. If Kit were able to inform Quigley of this fact, it would then be a reasonable if slightly optimistic inference that the two parties had met; and she might indeed have that information either from Widdershins sending telegrams blind before Violet's examination, or after he was assured that the machine was working properly. The presence of the balloons is adequately accounted for by the simultaneous existence of Violet's birthday cake.

I might not be following you right, but I don't think they would have had to have been told it was Violet's birthday. Sunny probably told Phil when they were making the cake.
