In the 13 Shocking Secrets document, then you need to fill in the name "DEWEY" in the sentence "The Baudelaires kill _ _ _ _ _" to get the right code. Dewey is dead and gone forever. Do you even know what the code is? Oh, yeah? Er... he can't be! He just can't! He... D'OH!

I think you're grasping at straws there. There's really no evidence for it. Plus, that wouldn't really change the fact that Dewey's dead.

He even has a role in the afterlife's production of Zombies in the Snow...as someone who was killed by a zombie. Oh, and that harpoon gets made fun of all the time. Relax, and stop protesting. I'm sorry that your favorite charicter was killed, but that doesn't make it any different. He's deader than a ghost in a graveyard full of zombies in Halloween Town, and that's pretty doggone dead.

He wasn't my favourite character, I just knew that he would have helped in some way to the orphans. I could fell it in my gut. Or maybe that was the over-sell-by-date sweets I had last Tuesday.

Montgomery was a way better guardian and he didn't even get the service of having anyone to receive his last words.

I doubt that it was because he wanted to be close to his library; when you're dying, you don't really have much control over most parts of your body, especially your limbs. I think he IS dead...simply because when you're shot with a harpoon gun, you die, just like any type of gun (typically). I don't think he saw Kit in the sky....it's possible I guess, but I just find it pretty unlikely.
Besides, unless the underwater library is right below the surface (which I doubt), he wouldn't have survived swimming all the way down. Especially after being shot with a harpoon gun. And, you said he wanted to hide...for how long without scuba gear? This thread is actually pretty ridiculous.
EDIT: Noooo, Monty was not a better guardian. First of all, you can't really call Dewey a legal guardian, and in the few hours that they knew him, Dewey was more caring and responisble (keyword) than most adults the Baudelaires have encountered. NOTE: Whenever they meet these rare responsible people--boom, dead. Or taken away from them. (*cough Jacques and Kit *cough)

Actually, Fallen, you aren't always killed when shot with a gun, but through the chest as with Dewey? He'd have had a lung and possibly his heart shredded apart if not at least spliced in half.
