We're discussing the Shocking Secrets in the stickied thread at the top of the page, the one about The End's official online information and web development stuff.
I don't think there's a scar on the guy's foot; it looks more like that's just a shadow there. Also, I'm not sure if Charles would have the tattoo, as it's uncertain whether or not he's really a volunteer.
Also, that thing in the background looks like a great coil of something to me. Possibly a snake, which I'd assume is floating on a raft or on the shores of a nearby island. We know that The End will feature the return of some reptile, so that could be the Incredibly Deadly Viper.
And while I don't entirely deny that this could just be a more elaborate teaser cover, it'd seem like a waste of a rather nice picture.

Wow, this is really cool. Just checked my email and I got the AuthorTracker email too. I think it has the Baudelaires on the sinking ship and Olaf is passed out. I'm not too good at theories, but this is very exciting.

*hyperventilates* OMG this is so soon! And that's probably Olaf's foot, but it looks like he's in water, maybe under it. maybe there was a storm and he was thrown overboard and he drowned in it? because he looks dead. Also, I have an image resizer powertoy for Windows. I might be able to resize it to a suitable veiwing height. EDIT: Here it is: Now that we can see it a little better, It would appear that the border is some sort of lime green with pink diamonds, or perhaps the tacky wall pattern from the Orphans Shack in TAA. It looks like Violet has a rope around her, and - yes, it looks like Olaf is lying in water. Perhaps they are in a boat that is sinking? EDIT AGAIN: Hey, on Olaf's exposed foot..... There's a scar of some sort...... OMG, Charles! In TMM with the saw? Wouldn't THAT have caused a scar on his foot? Maybe Olaf's really dead, and this is Charles in disguise, posing as Olaf in an attempt to get them out of the burning Hotel D? Maybe.... It's just a theory..... possibly the sugar bowl as the border?

I'm glad that it's been confirmed, but I do wish they'd give us a larger cover. I also really hope that The End is not the title, but I'm resigned to it. There seems to be a lot of evidence for it. My first thought that the border was apples; it goes with the island's fruit thing, and it ties in with Eden's forbidden fruit, which for some reason I connected with this border. This is a thread to talk about the cover - not the Shocking Secrets, for which there is a thread ( AuthorTrackers and Shocking Secrets, handily stickied) or the title ( the official The End speculation thread, also stickied), or to figure out how to post pictures (there's a general questions thread in FFeedback, along with instruction threads as well). Don't make me lock this and shunt discussion over to the big The End thread, as I really like to be lenient, believe it or not. Kids, have a look around the threads in BBooks before you take a guess at where to post.

Why would the sugar bowl be red? Most sugar bowls are white, and I'd guess that's the colour most people assumed it would be, and a conventional-looking sugar bowl would make it easier to relate to on the cover. I think it's very probably the fruit, growing in green tropical foilage, although until we get a clearer big picture it's hard to say. The person whose feet are visible is almost certainly Olaf; the pattern on the trousers matches, and the blurry thing on his ankle is very likely the V.F.D. tattoo (depicted on the inside left ankle in every picture of Olaf).
Edit: And the thing in the background does look like a barrel, which you'll see floating around in just about every depiction of a shipwreck throughout all of time, but is there something behind it? I sure hope B&N or Amazon hurries up and gets a clearer big picture.
