As much as I love lemon’s description of sitting on the bus, most buses (in the uk ,at elast) tend to only have two seats in each row
Walking all that way must take several hours. Maybe they could have bikes or something>
And, the founatin was installed this morning, before the Baudelaires had decided they would even be going there!
And now, Lemonys old friends Hector!

I've never ridden one, but I understand three seat buses are common in the city. Walking all that way must take several hours. Maybe they could have bikes or something> That would violate the rules against mechanical devices, I'm sure. And I imagine the Elders want to make the journey to V.F.D. as long and difficult as possible, to give them grounds for criticizing the newcomers upon their arrival. I think the Baudelaire's choice of home could have been easily anticipated by Olaf. Or perhaps his goal, for the moment, wasn't the Baudelaires, but to safeguard the Quagmires until he could find a way to manage to kidnap both orphan families.

Olaf's presence in the Village of Fowl Devotees, like his plan in TEE, doesn't make much sense based on the given evidence (and even less with what we learn of it in TCC). You just have to read over it or come up with little explanations in your head. I've mentally written slightly tweaked versions of some of the books in my head which hold together a bit better.
Incidentally, in the light of WCTBATH, probably special attention should be paid to Hector's behaviour when reading TVV.

I Find it surprising the Baudelaires did not touch the eye to open the fountain when they were there the first me. it’s the sort of thing I would have done,
Count Olaf being caught is the second ‘shock moment’ of the series. In fact, there is one per book after TEE TEE - The Baudelaire Mansion TVV - Count Olaf has been arrested/ Jacques Snicket THH - Snicket File TCC - Lulus Fortune Telling TSS - Quigley TGG - Fernald TPP - Dewey TE - Kit Snicket washes up on the Island And the chapters all seem about the same place (Around Chapters 5-7.)
And Now, Plot hole time! Why does Hector not recognise Jacques? I suppose there is a chance they might not have met, but he would know about the eye tattoo, due to the fact he should really have one , being a VFD Member and all. And why does he not say anything? Its not exactly going against the elders rules to say he know who this man is! I cant see any way around this. Dante might…

And so we have ‘Volunteer’. Plus one of the later chapter illustrations (13, I think) contains the words fire and dep - So we already have the answer. Is this the book were people guessed it?

Dante might… I'll try and fail. -Perhaps Jacques looked radically different. -Perhaps Hector couldn't see that it was Jacques from such a long distance. -Perhaps Jacques was on the opposite side of the schism to him, so he wanted him dead -Perhaps Jacques was on the opposite side of the schism to everyone, so everyone wanted him dead -Perhaps Jacques was wearing an Olaf disguise at the time, hence not being recognised -Perhaps Hector has an actual mental disorder where he can't speak in front of people he's scared by -Perhaps he was being threatened by somebody so that he didn't mention VFD, Olaf or Jacques to anyone (Say, Olaf told him that if he were to say anything his family members/ the Baudelaires were to die)
