Well, think about it. Every place the Baudelaires went, Lemony talked about it. For example, he has written about the mortmain mountains in TEE and in TCC, the gorgonian grotto in TSS and the hotel denouement in TSS and TGG. We never have read anything about any islands or ships in any other books, I still think that the ending of the whole series should happen in a place we know like the Baudelaire's mansion or anything that we have heard about it. If the 13th book takes place in the ocean, the whole book won't give me a feeling of real ending.

Every step they have taken...
Every enemy they have faced...
Has led to this...

Doesn't mean the whole book will take place there. The island may have an understand passage (like in the Gorgonian Grotto) and lead somewhere all together familiar.
