Jam jar J.S. is the same one, in my opinion, who Quigley meant to copy his telegram to. Unfortunately, it got sent to the Poe-sending J.S. instead.
I'd rather not speculate on who is who, but I think we'll be seeing the return of a number of J.S.s, some of whom will serve as red herrings.
I'm sure that I used to have theories on which J.S. was which character, though. Oh well. I think that one of the "real" J.S.s is Justice Strauss, and Jerome Squalor will be a red herring.

I doubt it was Julio Sham, that was Olaf, remember? I'm thinking that it's Justice Strauss, because why would the good side of the schism send a message to someone on the bad side?

This theory is based on discredited information in the U.A. index, and the fact that a J. disguised himself as "Captain S.," again in the U.A. (although not in the index).

J.S. obviously stands for Jerome Squalor! If you read the unauthorized biography you will see that Jaques Snicket and Jerome Squalor sent letters back and forth so he was involved in VFD. Jerome is also the only one of the Baudelaires guardians who is not evil or dead.

I believe it is Justice Strauss, and unless anyone has evidence to prove me wrong entirely, I'll continue to believe that J. S. is Justice Strauss.
