A theory that's long been held by some. After all, the TGG clue was "Many individuals have the same initials, which can lead to much injustice." I'm pretty sure that the JS referred to in the jam jar and the Volunteer Factual Dispatch isn't the one who sent a message to Poe (although the Dispatch might have been copied to the wrong JS).
