We can't even really be sure that it's Kit. She never (in the story) entered the hotel.

Quite a few of the people on the front cover resemble existing characters - the man at the very bottom looks a little like Fernald, as does the man just above and to the left of him; the woman on the far left resembles Kit. But really, I just don't think they're anyone. They're miscellaneous volunteers and villains, all observing each other as they observe each other, looking about suspiciously out of the corners of their eyes. It makes sense, really.

I think the man at the very bottom looks like Lemony, myself--we get a glimpse of Lemony's face on the 2004 calendar cover, just his eyebrows under his hat, and it looks very much like that man. However, the cover people are more likely just random hotel guests, whether voluntarian or villainous or totally uninformed.

Oh.. BTW ho do you know? In the book the only picture i saw of him was him hiding behind the chapter, and he had a hat on.

I think the fact that Bertrand's name was revealed further confirms that he is dead. IF there was a Buadelaire fire survivor, it is now very likely to be the mother.
Bauds: Mother! We thought you perished in the fire that destroyed our home! Olaf: Well, if it isn't Betty Baudelaire...

Betty? hehehehe. I think the mother did in fact survive the fire, but she may have been killed at some point after the fire but away from her children. Or we may see her die in book 13.

I'm sticking with my theory that neither survived the fire...it was the vistor who survived...that is Olaf. However if one did survive, yes it would most likely be the mother, because of the evidence in TGG and the new evidence in TPP.
