Yes, there could be a survivor hidden in the water tower. Or it just might imply that we'll see an important water tower elsewhere, possibly on any island we visit.
And I've always thought The Anxious Clown was a chain restaurant.

Actualy, I find it looks like the thing on top of 667 Dark Avenue in that picture in TUA that says that there was a floor above the penthouse.

Quite likely either the Discreet Bird Flock flying in the VERY back, or the Water Tower Anomaly. I would bet one or the other. They could also be 'Red-Herrings'.

But how would a survivor be hidden in a water tower? Placing them in a fountain I could see, but in a water tower? That might attract attention one would think. I'm still keeping my mind open though, don't want to be caught off guard by anything or be proved wrong..

Maybe the birds are actually bats...or another completely new type of bird such as falcons or even vultures. Proberbly not but stranger things have happened. I'm inclined to agree bird the birds being the clue although I do wonder if it's something 'hiding in plain sight', something more prominent that everyone (including myself are overlooking)...just a thought.

It was a diner, and diners don't come in chains.

the anxious clown was the resturant the josephine took the siblings in book 3 wasn't it Yes, she did take them to eat there, but it might have been a diner, as Imprison_Orphan said, or some other place for obtaining food. I have scanned both pictures to make it easier for us to compare. In both pictures the water tower has a red square around it, and in the end picture there is a blue circle (or oval) around the flock of birds. Beginning picture. End picture. I had noticed the clown restaurant/diner/drive thru before, and thought that it was suspicious. The fact that the water tower is in both pictures does make it rather conspicuous, but the flock of birds also makes me wonder. I am torn between them.

It was a diner, and diners don't come in chains. The Black Bear Diner chain disproves that.

We've never before had a last-picture clue that was the same as something in another picture, so on that evidence the clue is the birds, not the tower.

Or did you make a mistake and meant to say the water tower? The water tower is in the first picture of TPP as well as the last. The birds only appear in the last. The argument is that the birds are unique to the last picture and are therefore probably the clue.

I would suggest that it is the diving helmet full of Mycelium, but since that was more the central theme of TGG, it is unlikely.

Birds appear as the clue for TVV, though.

Nevermind, it's too late for me to even think about it.
