We've never before had a last-picture clue that was the same as something in another picture, so on that evidence the clue is the birds, not the tower. Although, on a slightly but not directly related note, there was a crow in the first picture of THH. For a while, when I saw that, I thought there might be references to the previous books in the front pictures, but a quick check contradicted me.

Maybe Lemony just didn't put a clue picture in, I mean if he wants the 13th book to be the most secret of the lot he won't let out any clue out whatsoever...btw has anyone read the picture book "The watertower", I had to analyse it for english in yr 8. hehe it is very disturbing, I can imagine Lemony Snicket discussing it in his offside narration

I thought so, too, but the THH crow was just a one-time thing, and there aren't any other previous-book references like it in the other first pictures.

The clue in the back of TCC was a Snow Scout handbook, or something of the like. I believe it had a picture of a snowman's head on the front.

The Snow Scout handbook had a picture of a snowman in a scout-type hat, I recall.

I think its the boat that the Baudelaires are sailing on. That with the napkin boat just make me think the clue is boats.

^ Yeah, me too. Everyone's looking for something hidden and tiny, but it could be blatantly obvious.

It looks like it could also be a large mailbox. It's probably too inconspicuous and unclear to be the clue, though. Previous clues have been larger than that, and more in the foreground.

It struck me as a phone booth too.

maybe the boat clues mean pirates? (if it is the clue) though there has already been a sea related novel. or maybe the 'water towers' are symbolic or space ships and the last book will be set in space? lol just a thought.
